Community development in Australia is still relatively new idea, as it is in China. In undertaking this research, FaCS has had the opportunity to examine more closely its own approaches to community development, and has learnt a great deal about the process of community development in China. This report is the product of almost 12 months of in-depth research between the Australian Department of Family and Community Services and the Chinese National Development and Reform Commission, and is a significant achievement in respect to cooperation between both Governments. Moreover, this research report is unique in that it is the first time that comparative research between Australia and China has been carried out in the area of community development. |

This three-year study was funded by an Australian Research Council Discovery Grant (2000-2003). The current project (2002-2002) is the culmination of a six-year study of community sector peak bodies in Australia. The study has produced valuable baseline data on unique set of
community-sector organisations. The study adds to a growing body
of research on third sector organisations in Australia, which contribute
an estimated 9 billion dollars to the Australian economy, as well
as providing a multitude of social and political benefits. The funding
of the study has signaled that these kinds of organisations are
worthy of on-going academic research and industry collaboration. |

Every jurisdiction in Australia has now enacted legislation to protect volunteers of local government from incurring personal civil liability. Local government will be affected by these laws, most jurisdictions transferring liabilities incurred by a volunteer to it. This article examines the background to these reforms before undertaking a detailed examination of how the legislation in each jurisdiction addresses the issue of volunteer protection as it applies to local governments and their volunteers. The article concludes by proposing some areas in which reform would benefit local government’s ability to deal with the liabilities imposed by the legislation. |
